Holman Christian Standard Bible
And if the people of Egypt will not go up and enter, then rain will not fall on them; this will be the plague the LORD inflicts on the nations who do not go up to celebrate the Festival of Booths.

New American Standard Bible
If the family of Egypt does not go up or enter, then no [rain will fall] on them; it will be the plague with which the LORD smites the nations who do not go up to celebrate the Feast of Booths.

If the people of Egypt do not come to Jerusalem to take part, they will have no annual Nile overflow. A plague will come from the LORD to strike the nations who do not come to observe the Festival of Tents.
